What it explains
Place に thing が あります — the other word order
You already know かさは つくえの したに あります: the umbrella is the topic, and you are saying where it is. This flips it. えきの となりに こうえんが あります starts from the place and announces what is there. Use the first when the listener knows the thing and wants its location; use this one when you are telling them what exists somewhere — which is what a map does.
なにが ありますか, だれが いますか
Asking what is in a place. The question word takes が, not は, for the same reason だれが did in N5.2: you are asking which thing out of all possible things. And the ある/いる split still applies — だれが いますか for people, なにが ありますか for objects.
