What it explains
ても: the condition that changes nothing
Take the て-form and add も. ふって becomes ふっても, 高くて becomes 高くても, 雨で becomes 雨でも. Everything you have built a て-form from this year can take it, which makes it one of the cheapest additions in N4.
〜なくてもいい: letting someone off
The negative て-form plus もいい: 来なくても いいです — you need not come. It is the mirror of 〜てもいいです, may I, from N5. Japanese removes obligations explicitly and often; saying nothing is heard as the duty still standing.
